Douglas Carswell’s plan to rescue Britain is not just timely — it is essential. The Great British PAC is the vehicle to deliver it.

In his electrifying Telegraph piece, “My Plan to Get Britain Back on Track,” Carswell doesn’t just diagnose Britain’s malaise — he prescribes a cure so clear, so courageous and so comprehensive that it may well mark the turning point we’ve all been waiting for.

He is right: this is not a moment for tinkering at the edges. It’s a moment for radical restoration — of our institutions, our national confidence, and our cultural cohesion. We are not merely facing a cost-of-living crisis or an overstretched NHS. We are confronting a wholesale decay of democratic authority, a bureaucratic deep state, and a political class too timid or compromised to fix it.

Carswell gives us a blueprint. Nine “milestones” — not vague ambitions, but concrete objectives underpinned by specific policy steps. Each one a clear, actionable pillar of national renewal:

  1. Securing Control Over Public Administration
    This begins with recognising that ministers do not control Whitehall — Whitehall controls ministers. Carswell proposes using Orders in Council to assert ministerial authority over the civil service, including the power to dismiss obstructive Permanent Secretaries and bring in external talent, just as the U.S. does. A new Department of the Prime Minister would consolidate power at the centre of government and replace the dysfunctional Cabinet Office.
  2. Securing Control Over Borders
    Carswell calls for executive action from Day One to halve migration, with a cap of 50,000 entrants a year. He proposes Orders in Council to amend immigration rules, expedite deportations, and restrict work and study visas to those who demonstrate financial self-sufficiency. He backs the “Deport First, Appeal Later” principle — a model proven effective before activist judges undermined it.
  3. Undoing the Blairite Legislative Legacy
    The Human Rights Act, Equality Act, and Climate Change Act have “catastrophic consequences”. Carswell proposes replacing them with a British Sovereignty Act, a Meritocracy Act, and a Free Speech Act to return power to Parliament, defend fundamental liberties, and strip out ideology from public life.
  4. Unleash Growth Through Radical Deregulation
    Carswell rightly notes: “The post-Brexit opportunity to abolish EU-derived red tape has been squandered.” He proposes a Planning Deregulation Act, the repeal of Green Belt restrictions, streamlined energy approvals, and a Red Tape Audit to eliminate regulatory drag.
  5. Reduce Public Spending
    Britain is spending 45% of GDP, up from 37% under Blair. Carswell’s plan would reduce it to 40% within five years, saving £170 billion, through closing departments, welfare reform, public sector pay restraint, and scrapping most overseas aid.
  6. Deliver Meaningful Tax Cuts
    With spending brought under control, Carswell maps out phased tax cuts including:
    • – Abolition of all trade tariffs (saving consumers £5bn)
    • – Raising the 40% income tax threshold
    • – Reducing Corporation Tax from 25% to 20%, with a long-term goal of 15%
    • – Cutting VAT and replacing it with a local sales tax
  7. Reform the Public Sector
    Britain’s bureaucratic state is “expensive and ineffective”. Carswell calls for a market-driven overhaul of the NHS, including Singapore-style health savings accounts, patient choice, and the right to use NHS funds for private care after 12-week wait times. On education, parents must control funding, with schools independent of local authorities and able to set their own ethos and admissions.
  8. Strengthen Defence and Realign Foreign Policy
    Defence spending should rise to 3% of GDP. The plan envisions four army divisions — two for Europe, one expeditionary with the Anglosphere, one for home defence — plus £10–15bn in drones, AI, and cyber capability.
  9. Remigration & Integration
    Britain must control not just who comes, but who stays. Carswell proposes:
    • – A voluntary remigration scheme (£20,000–£50,000 per family)
    • – Mandatory deportation of foreign-born criminals
    • – Residency revocation for long-term welfare recipients
    • – Citizenship removal for those advocating sharia or political Islamism

As Carswell rightly states, “National recovery is not about party labels — it’s about national purpose.” Whether it’s Conservatives, Reform, or a new coalition of sorts, the mission is the same: end the technocratic drift, restore democratic authority, and give Britain back to her people.
