Major Review Launched to Reform or Replace the WHO: Experts Demand Accountability and Sovereignty

The World Health Organization (WHO) is facing intense scrutiny as a global working group of experts, led by former WHO medical officer Dr. David Bell, has announced a groundbreaking review that could lead to its radical reform or even its replacement.

This “Bell Review” will investigate the WHO’s current structure and effectiveness, with the aim of either improving it or recommending a new global health body.

Dr. Bell, who has an extensive background in international health and philanthropy, is spearheading the review alongside a team of specialists from academia, public health, and international law.

The review will focus on returning the WHO to its founding principles—providing sound public health advice and fostering global cooperation—while ensuring it respects national sovereignty. It will critically assess whether the organisation’s current operations align with the needs of its Member States or if it has become a bloated bureaucracy imposing one-size-fits-all mandates.

The working group aims to deliver two phases of recommendations, with initial findings expected in Spring 2025 and a full report by Autumn 2025.

A Growing Call for Accountability

Dr. Bell has been clear that reform must prioritize the will of sovereign nations over the influence of unelected global bodies. “Health policies that infringe on national sovereignty must remain under the control of nation states, not imposed by distant institutions,” he said, highlighting a key concern about the WHO’s growing power.

Nigel Farage also weighed in, stating:

“With Donald Trump potentially returning to The White House, this is a once-in-a-generation opportunity to reform the WHO. It either reforms or gets replaced!”

Dr. Bell added:

“Only through the right set of reforms can the WHO return to core public health principles and its reputation be saved. Or a body more fit for purpose and reflective of the will of the world’s peoples replaces it.”

What’s at Stake?

The WHO has been criticised for pushing universal mandates and treaties that critics argue override the autonomy of Member States, particularly during global health crises. Instead of dictating policy, the Bell Review suggests the WHO should refocus on advising and facilitating cooperation, leaving national governments in control of their health policies.

Dr. Bell’s team will analyse the WHO’s current framework and its impact on international health, asking whether its centralised model is still viable—or if it has outlived its usefulness in today’s diverse global landscape.

A Turning Point

The initiative has already gained traction among policymakers and public health advocates. Action on World Health, the organisation behind the Bell Review, has called on elected officials to demand a full review of existing WHO treaties at the national level.

“This is about taking back control,” a spokesperson for Action on World Health said. “We must ensure that any global health measures respect the sovereignty and unique needs of individual nations.”

What’s Next?

The Bell Review promises to shine a light on the WHO’s inner workings, offering the possibility of significant reforms or the creation of an entirely new international health body. With political heavyweights like Nigel Farage backing the initiative, and growing calls for transparency and accountability, this review could mark a major shift in how global health policy is managed in the future.

Change is on the horizon—and the world will be watching.
