The United Kingdom has launched an ambitious new drive to secure its place at the forefront of artificial intelligence, announcing up to £60 million of investment in two cutting-edge research laboratories that could help shape the future of the technology.
The major funding package, unveiled by UK Research and Innovation (UKRI), will back British scientists and engineers developing the next generation of AI systems, helping to ensure that the technologies of tomorrow are designed and built here in Britain.
At a time when global competition in artificial intelligence is intensifying, the move represents a significant vote of confidence in the UK’s world-class universities, research institutions and scientific talent.
The two new AI laboratories will be led by University College London and the University of Oxford, working alongside researchers from the universities of Cambridge, Edinburgh and Imperial College London.
Together, they will explore new ways of building AI that are more efficient, more accessible and less dependent on the vast computing resources controlled by a handful of global technology giants.
Backing British Brilliance
Britain has long punched above its weight in scientific discovery, from the Industrial Revolution to the invention of the World Wide Web, and artificial intelligence is increasingly seen as the next great technological frontier.
The announcement was made on what would have been the 114th birthday of British computing pioneer Alan Turing, whose groundbreaking work helped lay the foundations for modern computer science and artificial intelligence.
Ministers believe the UK has a genuine opportunity to lead in areas where innovation and expertise matter more than sheer spending power.
Rather than attempting to match the enormous budgets of Silicon Valley or Beijing, Britain’s strategy is to focus on breakthrough research, open technologies and the country’s deep pool of academic talent.
AI Minister Kanishka Narayan said the new laboratories would help make artificial intelligence more practical, affordable and useful across the economy, while strengthening Britain’s own technological capabilities.
Reducing Reliance on Big Tech
One of the key aims of the programme is to reduce dependence on a small number of powerful AI providers and overseas computing infrastructure.
The new Science of Fundamental AI Research (SOFAIR) Lab, led by Professor David Barber at UCL, will focus on creating advanced open-source AI systems that can operate on widely available hardware rather than requiring enormous data centres.
Researchers hope this will allow universities, public bodies, businesses and entrepreneurs to access cutting-edge AI technologies without relying on a handful of multinational corporations.
Professor Barber said the project would explore entirely new approaches to AI while helping strengthen British technological sovereignty and the UK’s standing as a global AI leader.
A Different Path to AI Leadership
Meanwhile, Oxford University’s British Open-ended Learning and Discovery (BOLD) Lab will seek to revolutionise how artificial intelligence learns.
Led by Associate Professor Jakob Foerster, the project will investigate new methods that allow AI systems to adapt, learn and work alongside humans without requiring ever-increasing amounts of computing power.
The lab will focus on three key areas: new learning algorithms, human-centred AI and embodied systems such as robotics.
Researchers believe these advances could eventually enable AI systems to operate more effectively in real-world environments, opening up new possibilities across industry, healthcare, science and public services.
Economic Growth and New British Businesses
The programme is not solely about academic research.
Both laboratories have been tasked with supporting entrepreneurship and creating commercial spin-outs capable of turning British research into British businesses.
The technologies developed could have applications across healthcare, education, manufacturing, scientific research and government services, creating new opportunities for economic growth and skilled employment.
The labs will work closely with industry partners and organisations including The Alan Turing Institute to help ensure discoveries move from the laboratory into the real world.
Investing in the Next Generation
The programme also places a strong emphasis on developing future talent.
Each lab will receive £2 million specifically to support doctoral students, helping train a new generation of AI researchers and innovators.
Funding will support scientists at every stage of their careers, from PhD students to established academics, ensuring Britain continues to develop the expertise needed to compete in one of the most important technologies of the modern age.
Initially, each lab will receive around £8 million, with further funding to be released following a review later this year. If successful, total investment could reach £60 million.
A Strong Signal of National Ambition
The decision to expand the programme from one laboratory to two, while increasing the total investment from £40 million to £60 million, sends a clear signal about Britain’s ambitions.
While much of the world’s AI infrastructure is concentrated in the United States and China, the UK remains one of the few countries with the research strength, university network and scientific heritage to compete at the highest level.
The creation of the SOFAIR and BOLD laboratories demonstrates a determination not merely to adopt the technologies of the future, but to help invent them.
